Voting In Manheim Central School District

What is a Voting Precinct?

 

A voting precinct is a geographic area made up of residents who vote at the same polling place, and it is the smallest geographic unit used to tabulate election results. In Manheim Central School District, we have ten voting precincts, and each voting precinct has two committeeperson seats. Currently, six of our ten voting precincts are occupied by at least one committeeperson.

​Where are Our Voting Precincts?

The voting precincts in Manheim Central are laid out in the map to the left. The district is divided into three municipalities: Manheim Borough, Penn Township, and Rapho Township. Manheim Borough has two precincts, Penn Township has three precincts, and Rapho Township has five precincts.

You can learn more about who we are by scrolling to read about each of us. If you vote in person, you may be greeted by us on Election Day. Right now, we have eight committeepeople who live in the precincts where they serve and one adoptive committeeperson who has been assigned to a different precinct.

Elisabeth “Dolly” Shuster

I am Dolly Shuster and I have been a registered Democrat since I became eligible to vote. I have been active as a Manheim Central Democrat since I left employment with the Commonwealth in 2005, which then allowed me to engage in political activity. Since then, I have been the Elm Tree I committeeperson. Those of you who vote in Elm Tree I have probably seen me over the last 20 years during the Primary and General Elections serving as the Democrats’ Greeter and Poll Watcher.

 

I worked as an attorney for the Commonwealth for 31 years, the last 22 of which as Chief Counsel for the Pennsylvania Human Relations Commission. After leaving the Commonwealth, I opened my own private practice focusing on discrimination and personnel law. I am also very active in the Pennsylvania Bar Association.

 

Our two children were born and raised in Manheim, and our daughter and family moved back to Manheim. Now, three of my seven grandchildren are in the Manheim Central School system. Therefore, I have a long-term vested interest in the future of the education of our students and the environment in which they are growing up.

Marsha Wurtz

Marsha worked as a Pediatric Nurse Practitioner at Shriners Hospital in Philadelphia until 2021 when she moved to Manheim. She has been a committeeperson since 2024; her interests center on healthcare, the environment, and issues impacting marginalized people. She spends her free time gardening, hiking, and traveling.
