What is a Voting Precinct?

A voting precinct is a geographic area made up of residents who vote at the same polling place, and it is the smallest geographic unit used to tabulate election results. In Manheim Central School District, we have ten voting precincts, and each voting precinct has two committeeperson seats. Currently, six of our ten voting precincts are occupied by at least one committeeperson.

The voting precincts in Manheim Central are laid out in the map to the left. The district is divided into three municipalities: Manheim Borough, Penn Township, and Rapho Township. Manheim Borough has two precincts, Penn Township has three precincts, and Rapho Township has five precincts.

Meet our committeepeople! Listed below are the current committeepeople, the precincts where they serve, and all current vacancies. You can learn more about who we are by scrolling to read about each of us. If you vote in person, you may be greeted by us on Election Day. Right now, we have eight committeepeople who live in the precincts where they serve and one adoptive committeeperson who has been assigned to a different precinct.

Manheim Borough 1st Ward

Joshua Bennett

Joshua has been a committeeperson since 2012, shortly after becoming a homeowner in Manheim Borough and while getting a degree in science education at Millersville University. Having done everything from driving for the Manheim Auto Auction to a year of teaching at Manheim Central, his roles on the Manheim Central Democratic Committee have ranged from being a volunteer poll greeter to the former District Leader and the current Treasurer.

Amber Snyder

Amber has been a committeeperson since 2025. She is a graduate of Manheim Central ('04) and has been a homeowner in Manheim's 1st Ward since 2019. Amber is passionate about advocating for minoritized voices and is specifically motivated by women's rights, LGBTQIA+ rights, equitable education opportunities, and immigrants rights. Amber works as a simulation program supervisor for The Pennsylvania Child Welfare Resource Center, part of the University of Pittsburgh's School of Social Work.

Genevieve Zercher

Genevieve Zercher has been a committeeperson since 2023. Genevieve is a Manheim Central resident and parent of two students in the district. Genevieve is interested in education, building community, and human rights. She has a Bachelor's in English from Millersville University and has a career in human services advocating for the needs of others. She has been named a Public Education Champion by Education Voters of PA. Genevieve is a 2024 graduate of Emerge PA a Democratic Women's Training Program. Genevieve relaxes by spending time outdoors and being creative.

Olivia Knight

Olivia has been a committeeperson since 2022 and was elected District Leader in 2023. She is passionate about immigration issues and reforming the healthcare system, which she believes should serve everyone. When she is not working to build the Manheim Central Democratic Committee, she serves part-time as a paralegal. She was raised in Lancaster County and has lived with her family in Penn Township since 2018.

Elisabeth “Dolly” Shuster

I am Dolly Shuster and I have been a registered Democrat since I became eligible to vote. I have been active as a Manheim Central Democrat since I left employment with the Commonwealth in 2005, which then allowed me to engage in political activity. Since then, I have been the Elm Tree I committeeperson. Those of you who vote in Elm Tree I have probably seen me over the last 20 years during the Primary and General Elections serving as the Democrats’ Greeter and Poll Watcher.

I worked as an attorney for the Commonwealth for 31 years, the last 22 of which as Chief Counsel for the Pennsylvania Human Relations Commission. After leaving the Commonwealth, I opened my own private practice focusing on discrimination and personnel law. I am also very active in the Pennsylvania Bar Association.

Our two children were born and raised in Manheim, and our daughter and family moved back to Manheim. Now, three of my seven grandchildren are in the Manheim Central School system. Therefore, I have a long-term vested interest in the future of the education of our students and the environment in which they are growing up.

Marsha Wurtz

Marsha worked as a Pediatric Nurse Practitioner at Shriners Hospital in Philadelphia until 2021 when she moved to Manheim. She has been a committeeperson since 2024; her interests center on healthcare, the environment, and issues impacting marginalized people. She spends her free time gardening, hiking, and traveling.

Mary Rebecca “Becky” Peifer

Mary Peifer, a retired teacher, Republican for 58 years, and now an enthusiastic Democrat, is the Committee Person for Precinct 6505, Rapho Township, Willow Creek. I changed party affiliation because Republicans are threatening democracy. I believe that every penny of property taxes should fund public schools, and that the government should represent every citizen, not just the donor class. Please join me to protect democracy and the right of every citizen to vote.

Hey there, my name is Kevin Danielsen. I’m just a local resident, delivery driver, and a rookie member of the MCDC. I’ve never really been a fan of tyrants, so joining up with my local democrats seemed really the best way I could assist in resisting our new ‘king’. Turns out, I wasn’t wrong.
